Scope of Work: Remove 400 feet x 8 feet of existing broken asphalt, add additional ABC stone material after compacting stone base if needed; apply 2 inches of SF 9.5A asphalt, purchase and install 42 parking lot concrete curb stops to match existing curb stop measurements.  Remove 150 linear feet of damaged extruded curb repair and replace using #3 rebar.  Curb stops should be anchored using rebar.  All utilities are to be located by contactor before commencing with work.

New Hanover County Sheriff’s Office Detention Facility is soliciting proposals from qualified food service management companies in the interest of providing the essential service of preparing and serving food for an Average Daily Population (ADP) of 600 and approximately 125 detention and administrative staff daily.

This project includes providing the equipment and construction of a landfill gas (LFG) collection and control system at the New Hanover County Landfill.  This includes providing and installation of landfill gas (LFG) blower and flare equipment, air compressor, high density polyethylene (HDPE) piping, connection to existing LFG extraction wells, and pneumatic pumps.

Each bid must be accompanied by a Bid Bond made payable to New Hanover County, for an amount equal to 5% of the total base bid price as a guarantee that, if the bid is accepted, the required Agreement will be executed and that a 100% Performance Bond and 100% Payment Bond will be furnished.

Bidders must be licensed contractors in the State of North Carolina at the time bid are submitted. Pursuant to N.C.G.S. §87‑15, it will be necessary for contractors to show evidence of such license in the bid document.

This Invitation to Bid is being used to solicit responses from suitably qualified, experienced and licensed contractors to qualify for services related to the construction of the landfill gas collection and control system in New Hanover County, North Carolina.

Contractor will be required to comply with OSHA and all federal, state and local laws, ordinances, rules and regulations that in any way affect the Work and will be required to review/endorse the County’s Contractor Compliance Requirements in Section 004300.05. Bidders will be required to submit a Qualification Questionnaire located in Section 004113.01 as part of their bid to demonstrate qualifications to perform the Work.

The bidder shall make good faith efforts, as defined in the bid specifications, to subcontract 10% of the dollar value of the single prime contract to businesses owned and controlled by minorities. Individuals who are rebuttably presumed to be minorities include women, Black Americans, Hispanic Americans, Native Americans, Asian-Pacific Americans, and Asian-Indian Americans. Bidders are required to submit, along with the bid, information concerning minority business enterprises which will participate in the contract. The information will include: (1) name and address of each minority firm; (2) description of the work to be performed by each minority firm named; and (3) the dollar value of the work to be performed by each firm named. Bidders are required to submit along with the bid, specific documentation demonstrating that they made good faith efforts to meet established goals. The purpose of this solicitation is to solicit qualifications from qualified applicants to develop a construction design for the 14-acre parcel, Echo Farms Park Facility located at 4114 Echo Farms Blvd. in Wilmington North Carolina.

New Hanover County will be designing a new public park facility on 14-acres previously the home to a private golf, tennis and swim facility. The design will include renovations to a swimming pool which was built in late 1970s, minor renovations to existing five clay tennis courts, design of up to five additional clay courts with irrigation and lights, construction of 10’ asphalt multi-use trail, construction of a joint tennis and pool restroom building, and associated infrastructure to support the park.

New Hanover County (NHC) will receive sealed proposals from qualified contractors for all labor and materials to complete the work in accordance with the "Specifications and Contract Documents” for New Hanover County Secure Landfill CONSTRUCTION OF CELL 7 WITH ALTERNATE for CELL 8A for New Hanover County, North Carolina, Contract #18-0117.  Bid documents can be obtained at the County’s website (http://www.nhcgov.com/business-nhc/bids).  Bid documents may also be reviewed by appointment at the NHC Environmental Management Department by calling 910.798.4400.

The partial expansion consists of approximately 10 acres of Cell 7 that will include pre-construction survey, disposal unit site preparation, placement of the liner system, placement of the soil cover systems, associated access road, stormwater management systems, leachate and stormwater pumping systems, collection piping, forcemain, control panels for pumping systems, coordination with the County staff.  The add alternate includes adding approximately 5 acres of additional disposal area (Cell 8A).

A MANDATORY pre-bid conference will be held on November 14, 2017 at 2:00 p.m. in the NHC Environmental Management offices, 3002 Highway 421 North, Wilmington, NC.

Proposals will be received until 2:00 p.m. on December 12, 2017, by NHC, in the Conference room at the NHC Environmental Management offices, 3002 HWY 421 North, Wilmington, North Carolina 28401.  No bids will be accepted after that time.

Bidders must be licensed contractors in the State of North Carolina at the time proposals are submitted. Pursuant to N.C.G.S. S87‑15, it will be necessary for contractors to show evidence of such license in the bid document.

All prime bidders on this project must be pre-qualified in accordance with NHC’s Pre-Qualification Ordinance in order to bid.  Bids will not be opened unless the bidder is pre-qualified.  Pre-qualification applications may be obtained at the NHC Legal Department, 230 Government Center Drive, Suite 155, Wilmington, N.C. 28403 or by visiting the County’s website at www.nhcgov.com.

A Bid Bond Equal to 5% of the base bid price is required by all bidders. The successful bidder will be required to provide Performance and Payment bonds equal to one hundred percent (100%) of the contract price. No Bid may be withdrawn thirty (30) days after bid opening date.

The bidder shall make good faith efforts, as defined in the bid specifications, to subcontract 10% of the dollar value of the single prime contract to businesses owned and controlled by minorities. Individuals who are rebuttably presumed to be minorities include women, Black Americans, Hispanic Americans, Native Americans, Asian-Pacific Americans, and Asian-Indian Americans. Airlie Gardens, located at 300 Airlie Road in Wilmington, N.C., invites experienced artists or teams of artists qualified to produce or provide a collection of 10-14 large outdoor sculptures to be exhibited throughout the garden from June 30-September 302018.

Qualifications must be submitted no later than October 17, 2017, by 4:30 p.m. Eastern Time.  There is no fee to submit an application.

This project includes the repair and restoration of historic windows at the New Hanover County Courthouse.  The repairs should be completed retaining as much of each individual window frame, sash, and pane as possible.  Full window replacement is not allowed.  Replacement window components are to be completed in a historically accurate manner.  Repair specifications and acceptable products are included in the project specifications.  Window repairs may be awarded per floor to meet budget constraints.

Existing pump control panels have been negatively impacted, requiring replacement due to landfill gas intrusion.  Work includes the materials and labor to provide for the replacement/relocation of three (3) electrical control panels, two (2) Duke Energy meter bases, three (3) disconnect boxes, the control panel backboard and the demolition of the old panels.

Bidders must be appropriately licensed contractors in the State of North Carolina at the time proposals are submitted.  Pursuant to N.C.G.S. S87-15, it will be necessary for contractors to show evidence of such license in the bid document.

This is a Request for Proposal (RFP)/Solicitation for Debris Management, Recovery and Removal Services. A standby contract will be awarded by New Hanover County, to be activated by the County in response to a natural or man-made event requiring debris management, recovery and removal services.

New Hanover County is subject to the impact of disasters and catastrophes. Therefore as set forth by FEMA, each community should be prepared in advance for such an occurrence. One step in this process is to contract with qualified firms for them to be on standby to assist immediately in the Response, Management, and/or Recovery from any such disaster.

A non-mandatory pre-proposal conference will be held on May 18, 2017 at 3:00 PM in the New Hanover County Conference Room 500, located at 230 Government Center Drive, Suite 165, Wilmington NC 28403, located directly across from the Finance Office. Although this
meeting is not mandatory, it is highly recommended that all prospective bidders attend. Failure to attend will not eliminate the qualification of the proposer for this solicitation.
