New Hanover County, North Carolina (“the County”) is inviting interested development teams to respond to this solicitation for the redevelopment of the Government Center located at 230 Government Center Drive, Wilmington, NC to include a facility for County offices currently housed in the Government Center and private development suitable for the site that will generate additional tax revenues for the County. The County desires a public-private partnership that will include a variety of uses for the current site such as residential, commercial, and office space in addition to a new facility for the County.

The project consists of preparation of Plans, Specifications & Estimate (PS&E package) to extend a proposed bicycle network via an off-road multi-use pathway along Middle Sound Loop Road (SR 1403) beginning at Red Cedar Road and extending to the existing trail at Publix Shopping Center. The trail will then pick up at the north-east corner of the intersection of Market Street and Lendire Road; cross Lendire Road and run down the south side of Ogden Business Park Lane along the utility easement to Ogden Park. The PEF shall also be responsible for preparation of environmental documentation and obtain any environmental permits needed for the project.

This Invitation to Bid is being used to solicit responses from suitably qualified and experienced contractor for providing services related to the operation, maintenance, and monitoring of the landfill gas collection and control system (GCCS) at the New Hanover County Secure Landfill. The duration for the service contract will be for 12-months with an option for extending the contract for up to 6-months.

INVITATION TO SUBMIT PROPOSAL

CELL 9 & 10A CONSTRUCTION 

RFB # 20-0052

New Hanover County will receive sealed proposals from qualified contractors for all labor and materials to complete the work in accordance with the "Specifications and Contract Documents” for New Hanover County Secure Landfill CELL 9 AND 10A CONSTRUCTION for New Hanover County, North Carolina, Contract #20-0052.  Bid documents can be obtained by clicking the “"Download Full Document" button at the top of this post.

The partial expansion consists of approximately 16 acres of Cell 9 and 10A that will include disposal unit site preparation, grading, placement of the liner system, placement of the soil cover systems, associated haul road, stormwater management systems, collection piping, sump and pumps, electrical and control panels, force main extension and new force main, rain tarp and coordination with the County staff. The project will be phased to allow Cell 9 to be made available for disposal operations prior to the completion of Cell 10A. The construction period for Cell 9 will be 210 days from the notice to proceed to substantial completion and an additional 30 days to final completion. The construction period for Cell 10 and the forcemain will be 270 days to substantial and 30 days to final from the notice to proceed.  Total project must be completed within 300 days of notice to proceed.  Fill soil for the preparation of the intermediate cover and protective cover for the landfill shall be supplied from on-site borrow sources and topsoil will be supplied from off-site.

Official bid advertisement date is August 4, 2019. A MANDATORY pre-bid conference will be held on August 13, 2019, at 2:00 p.m. in the Environmental Management Administration Building, 3002 Highway 421 North, Wilmington, NC. Proposals will be received until 2:00 p.m. on September 10, 2019, by New Hanover County, in the Conference room at the New Hanover County Department of Environmental Management Administration Building, 3002 HWY 421 North, Wilmington, North Carolina 28401, at which time the proposals will be publicly opened and read in accordance with the provisions of law.  The deadline time shall be established by the timepiece of New Hanover County's representative.  No bids will be accepted after that time.

A copy of the Specifications and Contract Documents can be reviewed at the New Hanover County Environmental Management Office, 3002 Highway 421 North, Wilmington, North Carolina 28401, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday. Please call for appointments.

Bidders must be licensed contractors in the State of North Carolina at the time proposals are submitted. Pursuant to N.C.G.S. S87‑15, it will be necessary for contractors to show evidence of such license in the bid document.

No proposal for construction or repair work may be considered or accepted by said board or governing body unless at the time of its filing the same shall be accompanied by a deposit with said board or governing body of cash, or a cashier's check, or a certified check on some bank or trust company insured by the Federal Deposit Insurance Corporation in an amount equal to not less than five percent (5%) of the proposal. In lieu of making the cash deposit as above provided, such bidder may file a bid bond executed by a corporate surety licensed under the laws of North Carolina to execute such bonds, conditioned that the surety will upon demand forthwith make payment to the obligee upon said bond if the bidder fails to execute the contract in accordance with the bid bond. This deposit shall be retained if the successful bidder fails to execute the contract within 10 days after the award or fails to give satisfactory surety as required herein.

A person who  is knowledgeable and duly authorized to attest  to the past and present operations of the Applicant and its policies must complete the application. The application must be executed by the preparer and at least one general partner, owner, principal, or executive officer of the firm who is authorized to commit the organization. Additional signatures are permissible on a separate sheet to be attached to the application.

The prequalification is divided into two sections. Part A; the Master Prequalification form is an annual submittal that must be provided once a year and filled out in its entirety. This form will expire on June 30th of each year and requires an update after July 1st. If any sections are not complete, then the prequal may be rejected.  A separate Part B: Project Specific Supplement is required for each specific project. Part A and Part B will be evaluated together for the specific project. Part B can only be used once a subcontractor has submitted a complete Part A: Master Prequalification package during the July 1 to June 30 fiscal year period of the project specific prequal advertisement.

The Applicant must provide current, accurate, and complete information. Incomplete or inaccurate documentation may result in denial of prequalification. The CM and New Hanover County reserve the right to verify the information submitted by the organization, in any related documents, or by supplemental information or data as necessary. If it is determined that false or misleading information or data was submitted in conjunction with the application, New Hanover County may deny the prequalification, revoke previously granted approval, or, if an award has been made may terminate the contract.

All costs associated with the completion of the application shall be borne by the Applicant. The CM, New Hanover County or its agents shall not, in any event, be liable for any expense incurred by the organization in connection with the preparation, completion or submittal of the application.   The financial information submitted in conjunction with the Applicant's application is considered confidential business information and will be afforded protection to the fullest extent permitted by law. New Hanover County shall not release the information except as may be required by access to public records law or court order.

The prequalification of a prospective bidder shall not limit or preclude the CM and New Hanover County from consideration of a prequalified firm's responsibility or responsiveness in other factors that may be considered during bidding of the project.

The CM and New Hanover County and its consultant will review the responses and evaluate if the Applicant is qualified to perform the project. Evaluation will be based on all responses in the questionnaire along with any other factual information to determine if the Applicant is qualified and capable of performing the project. It is the policy of New Hanover County to let contracts for construction only to contractors that demonstrate that they are responsible and qualified contractors. Responsible contractors are those firms that have demonstrated that they are financially responsible, have experience suggesting that they have the ability to perform projects responsibly, have demonstrated that they are responsible employers, and have demonstrated that they have fair subcontractor relations, or that they perform all work with their own forces.

Once the review and evaluation are complete, the Applicant will be notified by email whether the prequalification has been approved or denied. Applicants denied prequalification status may submit a request for appeal in accordance with the Appeal Process Attachment to the Prequalification Process.  Only Applicants for whom the Prequalification Application has been approved will be permitted to submit a bid for the project.

Prequalification for Re-bids:

For any bid package not opened on bid day, a re-bid date will be established and re-advertised. Bids will be accepted from companies who have previously been prequalified for re-advertised bid package(s) whether they actually submitted a bid on the original bid date or not.  However, the prequalification submittal period will be reopened for re-advertised bid package(s) to allow additional companies to participate in the re-bid under the following process:

Within three calendar days of re-advertisement, company shall notify Construction Manager in writing of their intent to submit a prequalification and bid. Bid documents will then be made available for download while company is preparing prequalification form and shall submit prequalification form to the Construction Manager. Otherwise, company’s bid will not be accepted.

The appeal process for the re-bids will follow the same process as indicated in this form. In the event the company has not received notification of prequalification status by the re-bid date, the company will be allowed to submit a bid on the re-advertised bid package(s) subject to prequalification.

In the event the company is appealing a denial of re-bid prequalification by submitting a written appeal within three days of receipt of denial notification, the company will be allowed to submit a bid on the readvertised bid package(s) subject to the final decision of the appeal. If the company’s bid is opened prior to a final decision on the appeal and the bid is not the lowest responsive monetary bid for the readvertised bid package(s), the appeal shall be terminated and rendered moot.

This project is being re-advertised because fewer than three (3) bids were received as required by G.S. 143-132(a) for the bid opening held at 1:00 PM on August 7, 2019.  A revised bid form is included.

Therefore, pursuant to GS 143-129, sealed bids addressed to Lena Butler, Purchasing Supervisor, New Hanover County Finance Department, 230 Government Center Drive, Suite 165, Wilmington, NC 28403 and marked “ECHO FARMS PARK IMPROVEMENTS: RFB # 19-0473” will be accepted until 2:00 PM EST, Friday, August 16, 2019 for the following work:

Echo Farms Park: The work consists of furnishing of labor and materials for demolition of existing structures; construction of a tennis/pool clubhouse, walking trail, parking lot; and renovation of swimming pool. Work is to be completed in two phases in order to accommodate tennis activities throughout construction.

The bidder shall make good faith efforts, as defined in the bid specifications, to subcontract 10% of the dollar value of the single prime contract to businesses owned and controlled by minorities.

Pursuant to GS 143-129, sealed bids addressed to Lena Butler, Purchasing Supervisor, New Hanover County Finance Department, 230 Government Center Drive, Suite 165, Wilmington, NC 28403 and marked “ECHO FARMS PARK IMPROVEMENTS: RFB # 19-0473” will be accepted until 1:00 PM EST, Wednesday, July 31, 2019 for the following work:

Echo Farms Park: The work consists of furnishing of labor and materials for demolition of existing structures; construction of a tennis/pool clubhouse, walking trail, parking lot; and renovation of swimming pool. Work is to be completed in two phases in order to accommodate tennis activities throughout construction.

The bids will be publicly opened and read aloud following the latest time for receipt of bids in the New Hanover County Finance Office, Suite 165, Conference Room 500, Wilmington, North Carolina.

Bids will be received for a Single Prime Contract. Bidders must be properly licensed under Chapter 87 of the North Carolina General Statues. 

All prime bidders on this project must be pre-qualified in accordance with New Hanover County’s Pre-qualification Ordinance in order to bid. Bids will not be accepted unless the bidder is pre-qualified.  Pre-qualification applications may be obtained at the County Legal Department, 230 Government Center Drive, Suite 155, Wilmington, NC 28403 or by visiting the County’s website at http://legalinsurance.nhcgov.com/contractors-approved-for-bidding/. 

Bidding Documents may be obtained at the County’s Parks & Gardens Office located at 230 Government Center Drive, Suite 120, Wilmington, NC 28403 during regular office hours or by or visiting http://www.nhcgov.com/business-nhc/bids/.

The County will conduct a Mandatory Pre-Bid meeting at 1:00 PM on Tuesday, July 16, 2019. The meeting will be at the tennis clubhouse at Echo Farms Park, 4114 Echo Farms Blvd., Wilmington NC 28412.

A Bid Bond Equal to 5% of the base bid price is required by all bidders. The successful bidder will be required to provide Performance and Payment bonds equal to one hundred percent (100%) of the contract price.

No Bid may be withdrawn thirty (30) days after bid opening date.

The bidder shall make good faith efforts, as defined in the bid specifications, to subcontract 10% of the dollar value of the single prime contract to businesses owned and controlled by minorities.

The County reserves the right to waive any informalities, to reject any or all bids, and to accept that Bid or Bids which is in the best interest of the County.

This project includes the construction of the partial expansion consisting of approximately 5 acres of Cell 8A that will include disposal unit site preparation, placement of the liner system, placement of the soil cover systems, associated haul road, stormwater management systems, collection piping, and coordination with the County staff. The construction period will be 147 days from the notice to proceed to substantial completion and an additional 28 days to final completion. Fill soil for the preparation of the intermediate cover and protective cover for the landfill shall be supplied from on-site borrow sources and topsoil will be supplied from off-site.

Bidders must be licensed contractors in the State of North Carolina at the time proposals are submitted. Pursuant to N.C.G.S. S87‑15, it will be necessary for contractors to show evidence of such license in the bid document.

No proposal for construction or repair work may be considered or accepted by said board or governing body unless at the time of its filing the same shall be accompanied by a deposit with said board or governing body of cash, or a cashier's check, or a certified check on some bank or trust company insured by the Federal Deposit Insurance Corporation in an amount equal to not less than five percent (5%) of the proposal. In lieu of making the cash deposit as above provided, such bidder may file a bid bond executed by a corporate surety licensed under the laws of North Carolina to execute such bonds, conditioned that the surety will upon demand forthwith make payment to the obligee upon said bond if the bidder fails to execute the contract in accordance with the bid bond. This deposit shall be retained if the successful bidder fails to execute the contract within 10 days after the award or fails to give satisfactory surety as required herein.

Contractor will be required to comply with OSHA and all federal, state and local laws, ordinances, rules and regulations that in any way affect the Work and will be required to review/endorse the County’s Contractor Compliance Requirements in Section 01910. Bidders will be required to submit a Qualification Questionnaire located in Section 00300 as part of their bid to demonstrate qualifications to perform the Work.

The bidder shall make good faith efforts, as defined in the bid specifications, to subcontract 10% of the dollar value of the single prime contract to businesses owned and controlled by minorities. Individuals who are rebuttably presumed to be minorities include women, Black Americans, Hispanic Americans, Native Americans, Asian-Pacific Americans, and Asian-Indian Americans. Bidders are required to submit, along with the bid, information concerning minority business enterprises which will participate in the contract. This project includes providing the equipment and construction of a landfill gas (LFG) collection and control system at the New Hanover County Landfill.  This includes providing and installation of landfill gas (LFG) blower and flare equipment, air compressor, high density polyethylene (HDPE) piping, connection to existing LFG extraction wells, and pneumatic pumps.

Each bid must be accompanied by a Bid Bond made payable to New Hanover County, for an amount equal to 5% of the total base bid price as a guarantee that, if the bid is accepted, the required Agreement will be executed and that a 100% Performance Bond and 100% Payment Bond will be furnished.

Bidders must be licensed contractors in the State of North Carolina at the time bid are submitted. Pursuant to N.C.G.S. §87‑15, it will be necessary for contractors to show evidence of such license in the bid document.

This Invitation to Bid is being used to solicit responses from suitably qualified, experienced and licensed contractors to qualify for services related to the construction of the landfill gas collection and control system in New Hanover County, North Carolina.

Contractor will be required to comply with OSHA and all federal, state and local laws, ordinances, rules and regulations that in any way affect the Work and will be required to review/endorse the County’s Contractor Compliance Requirements in Section 004300.05. Bidders will be required to submit a Qualification Questionnaire located in Section 004113.01 as part of their bid to demonstrate qualifications to perform the Work.

The bidder shall make good faith efforts, as defined in the bid specifications, to subcontract 10% of the dollar value of the single prime contract to businesses owned and controlled by minorities. Individuals who are rebuttably presumed to be minorities include women, Black Americans, Hispanic Americans, Native Americans, Asian-Pacific Americans, and Asian-Indian Americans. Bidders are required to submit, along with the bid, information concerning minority business enterprises which will participate in the contract. The information will include: (1) name and address of each minority firm; (2) description of the work to be performed by each minority firm named; and (3) the dollar value of the work to be performed by each firm named. Bidders are required to submit along with the bid, specific documentation demonstrating that they made good faith efforts to meet established goals. New Hanover County (NHC) will receive sealed proposals from qualified contractors for all labor and materials to complete the work in accordance with the "Specifications and Contract Documents” for New Hanover County Secure Landfill CONSTRUCTION OF CELL 7 WITH ALTERNATE for CELL 8A for New Hanover County, North Carolina, Contract #18-0117.  Bid documents can be obtained at the County’s website (http://www.nhcgov.com/business-nhc/bids).  Bid documents may also be reviewed by appointment at the NHC Environmental Management Department by calling 910.798.4400.

The partial expansion consists of approximately 10 acres of Cell 7 that will include pre-construction survey, disposal unit site preparation, placement of the liner system, placement of the soil cover systems, associated access road, stormwater management systems, leachate and stormwater pumping systems, collection piping, forcemain, control panels for pumping systems, coordination with the County staff.  The add alternate includes adding approximately 5 acres of additional disposal area (Cell 8A).

A MANDATORY pre-bid conference will be held on November 14, 2017 at 2:00 p.m. in the NHC Environmental Management offices, 3002 Highway 421 North, Wilmington, NC.

Proposals will be received until 2:00 p.m. on December 12, 2017, by NHC, in the Conference room at the NHC Environmental Management offices, 3002 HWY 421 North, Wilmington, North Carolina 28401.  No bids will be accepted after that time.

Bidders must be licensed contractors in the State of North Carolina at the time proposals are submitted. Pursuant to N.C.G.S. S87‑15, it will be necessary for contractors to show evidence of such license in the bid document.

All prime bidders on this project must be pre-qualified in accordance with NHC’s Pre-Qualification Ordinance in order to bid.  Bids will not be opened unless the bidder is pre-qualified.  Pre-qualification applications may be obtained at the NHC Legal Department, 230 Government Center Drive, Suite 155, Wilmington, N.C. 28403 or by visiting the County’s website at www.nhcgov.com.

A Bid Bond Equal to 5% of the base bid price is required by all bidders. The successful bidder will be required to provide Performance and Payment bonds equal to one hundred percent (100%) of the contract price. No Bid may be withdrawn thirty (30) days after bid opening date.

The bidder shall make good faith efforts, as defined in the bid specifications, to subcontract 10% of the dollar value of the single prime contract to businesses owned and controlled by minorities. Individuals who are rebuttably presumed to be minorities include women, Black Americans, Hispanic Americans, Native Americans, Asian-Pacific Americans, and Asian-Indian Americans. Bids will be publicly opened following the latest time for receipt of bids in the New Hanover County Finance Office, Suite 165, Conference Room 500, Wilmington, North Carolina, 28403.

Complete plans and specification and contract documents can be obtained by visiting the County’s website at http://www.nhcgov.com/business-nhc/bids/.

Bidders are hereby notified that they must have proper license under the State laws governing their respective trades and that North Carolina General Statute 87 will be observed in receiving and awarding contracts.

All bidders, at the time the bid proposal is submitted, shall be pre-qualified and listed on the NCDOT Directory of Transportation Firms. Sub-contractors are required to be pre-qualified by the NCDOT prior to beginning work.

The bid proposal shall be accompanied by a Bid Bond or a Certified Check payable to New Hanover County in an amount equal to not less than five percent (5%) of the bid.

No bid may be withdrawn after the opening of bids for a period of sixty (60) days.  The Owner reserves the right to reject any or all bids and waive informalities.

Minority Participation: Bidders shall note that compliance with the Owner's Minority Participation Policy is applicable to this project. The bidder shall make good faith efforts, as defined in the bid specifications, to subcontract 10% of the dollar value of the single prime contract to businesses owned and controlled by minorities. New Hanover County (NHC) is accepting sealed informal bids from qualified, experienced and licensed contractors for all labor and materials to complete the work in accordance with the Scope of Service and draft contract documents for construction of the Concrete Pad and Roof for the composting site located at the New Hanover County Landfill, 5210 U.S. Highway 421 North, Wilmington, North Carolina.

Bidders must be licensed contractors in the State of North Carolina at the time proposals are submitted. Pursuant to N.C.G.S. 87‑15, it will be necessary for contractors to show evidence of such license in the bid document.

Qualified bidders may make an appointment for a pre-bid site visit to review the project location.  Appointments may be requested for a site visit to be scheduled on site (with 24 hours of notice) between May 23rd and May 25th, 2017. This is a Request for Proposal (RFP)/Solicitation for Debris Management, Recovery and Removal Services. A standby contract will be awarded by New Hanover County, to be activated by the County in response to a natural or man-made event requiring debris management, recovery and removal services.

New Hanover County is subject to the impact of disasters and catastrophes. Therefore as set forth by FEMA, each community should be prepared in advance for such an occurrence. One step in this process is to contract with qualified firms for them to be on standby to assist immediately in the Response, Management, and/or Recovery from any such disaster.

A non-mandatory pre-proposal conference will be held on May 18, 2017 at 3:00 PM in the New Hanover County Conference Room 500, located at 230 Government Center Drive, Suite 165, Wilmington NC 28403, located directly across from the Finance Office. Although this
meeting is not mandatory, it is highly recommended that all prospective bidders attend. Failure to attend will not eliminate the qualification of the proposer for this solicitation.

Sealed proposals addressed to Lena Butler, Purchasing Supervisor, will be received May 31, 2017 at 3:00 PM in the New Hanover County Conference Room 119, located at 230 Government Center Drive, Wilmington NC 28403, located across from the HR Department
behind the aquarium. Proposals will be opened promptly at the time and date set forth in the advertisement.

The Board of County Commissioners reserves the right to accept or reject any or all proposals received as a result of this RFP, or to negotiate separately with competing contractors, and to waive any informalities, defects, or irregularities in any proposal, and to accept that proposal or proposals, which in the judgment of the proper officials, is in the best interest of the County.
