The deadline for submittals has been extended from February 17, 2020 to March 2, 2020.

New Hanover County is currently involved in the administration of the North Carolina Disaster Recovery Act (NCDRA) programs funded by the North Carolina Office of State Budget and Management – Disaster Recovery Section. During the course of these projects, the county will require services from a North Carolina Professional Land Surveyor. The submitting firm shall provide the local government with legal boundary surveys and/or elevation certificates required for the development of approximately 18 parcels in New Hanover County, North Carolina. These projects require a good working knowledge of boundary surveying in the New Hanover County area and specific experience with FEMA Elevation projects and elevation certificates.

The surveyor shall perform field surveys necessary to provide the Project Manager with a digital and paper site survey map for each of the structures included in the projects, showing parcel boundaries and location of main and accessory structures. An elevation certificate may also be required for some properties.

If your firm is interested in providing services to New Hanover County for these programs, please respond by February 17, 2020. The county requires a letter of qualifications including resumes of the proposed project team, experience with FEMA Elevation projects and elevation certificates, and availability of the project team. Please include hourly rates in a separate and clearly marked sealed envelope, as this is an RFQ based on qualification in accordance with the law. Since the county will require a quick turnaround for surveys, please also indicate your firm’s average response time for submission of the completed surveys following notice to proceed.

Please submit your response in writing to New Hanover County Recovery Coordination Office, Attn: Eliza Baldwin, Strategy Analyst, 1241 Military Cutoff Road, Suite A, Wilmington, NC 28405. Please also indicate on the envelope “Surveying Services Proposal Enclosed.” If you have any questions concerning the scope of work, do not hesitate to contact us at hurricanerecovery@nhcgov.com or (910) 798-7007.
