This is a Request for Proposal (RFP)/Solicitation for Debris Management, Recovery and Removal Services. A standby contract will be awarded by New Hanover County, to be activated by the County in response to a natural or man-made event requiring debris management, recovery and removal services.

New Hanover County is subject to the impact of disasters and catastrophes. Therefore as set forth by FEMA, each community should be prepared in advance for such an occurrence. One step in this process is to contract with qualified firms for them to be on standby to assist immediately in the Response, Management, and/or Recovery from any such disaster.

A non-mandatory pre-proposal conference will be held on May 18, 2017 at 3:00 PM in the New Hanover County Conference Room 500, located at 230 Government Center Drive, Suite 165, Wilmington NC 28403, located directly across from the Finance Office. Although this
meeting is not mandatory, it is highly recommended that all prospective bidders attend. Failure to attend will not eliminate the qualification of the proposer for this solicitation.

Sealed proposals addressed to Lena Butler, Purchasing Supervisor, will be received May 31, 2017 at 3:00 PM in the New Hanover County Conference Room 119, located at 230 Government Center Drive, Wilmington NC 28403, located across from the HR Department
behind the aquarium. Proposals will be opened promptly at the time and date set forth in the advertisement.

The Board of County Commissioners reserves the right to accept or reject any or all proposals received as a result of this RFP, or to negotiate separately with competing contractors, and to waive any informalities, defects, or irregularities in any proposal, and to accept that proposal or proposals, which in the judgment of the proper officials, is in the best interest of the County.
